Rochester Township Building Inspector

The International Construction Code (ICC) is in effect for all construction within Rochester Township, with the exception of a few items that have been excluded pursuant to The Pennsylvania Construction Code Act, as amended. However, a Zoning Permit is required for all construction activity, including items excluded by the Act. Confirmation of compliance with the ICC is by site inspections by certified building inspection officers. The Township has contracted with the Building Inspection Underwriters (BIU) to perform plan reviews and inspection services. BIU also issues final occupancy permits. Applicants for building permits are required to submit documentation with the application that the proposed construction complies with code. These codes apply to general construction, plumbing, electrical and HVAC/
Mechanical. Due to the plan review requirements of the ICC, please allow more time for the processing and review of your permit application if you are planning a construction project this year. You may also visit the Forms & Applications page
within township website at where Customer Assistance Guides have been posted to assist you through the permitting process.
